The powerful consider anyplace on the planet to be a sacrifice zone. The global south has been most victimized, but it happens everywhere. Consider Thacker Pass in Nevada, for instance, a state littered with the toxic remains of mines.

As for wet bulb temperature, the closer to the equator we are, the greater the danger. People in the southern US and Europe are already in danger, as demonstrated by last summer's record heat, and the threshold for WBT is far lower than what was previously assumed.
